             7      LONG TITLE
             8      General Description:
             9          This resolution of the House of Representatives expresses support for policies that
             10      promote and foster energy innovation development in the state of Utah.
             11      Highlighted Provisions:
             12          This resolution:
             13          .    expresses support for policies that promote and foster energy innovation
             14      development in the state of Utah to increase employment, potentially increase
             15      education funding, and make the state a national and international leader in new
             16      processes and technologies.
             17      Special Clauses:
             18          None
             19     
             20      Be it resolved by the House of Representatives of the state of Utah:
             21          WHEREAS, energy innovation research and development is occurring in universities
             22      within the state dealing with creative and revolutionary ways of gathering and utilizing energy
             23      from a vast array of sources including solar power, geothermal power, bio fuels, oil shale,
             24      underground storage, hydrogen-upgrading, carbon sequestration, carbon capture, nuclear
             25      power, and computer simulation of the energy industry;
             26          WHEREAS, many agencies and organizations in the state are developing and
             27      promoting energy innovation, such as the Utah Geological Survey, the State Energy Program,


             28      the Governor's Energy Office, USTAR, the Governor's Office of Economic Development, the
             29      Department of Workforce Services, the Department of Administrative Services' Division of
             30      Facilities Construction and Management, the Department of Natural Resources' Division of
             31      Oil, Gas, and Mining, the Utah Petroleum Association, and the Utah Mining Association;
             32          WHEREAS, Utah has the potential to be a world leader in energy innovation and the
             33      potential to export its technological advances to other states and countries;
             34          WHEREAS, Utah also has the potential to dramatically improve the health, well-being,
             35      and general quality of life for people not just in the state but across the world through
             36      implementing innovative new technologies and processes that have the capacity to produce
             37      cheap, reliable, and clean energy supplies;
             38          WHEREAS, another part of Utah's energy policy is to promote the development of
             39      resources and infrastructure sufficient to meet the state's growing energy demands, while
             40      contributing to the regional and national energy supply and reducing dependence on
             41      international energy sources;
             42          WHEREAS, another part of Utah's energy policy is to have adequate, reliable,
             43      affordable, sustainable, and clean energy resources;
             44          WHEREAS, a focus on energy innovation, development, and commercialization in the
             45      state has the potential to create jobs and attract future business to Utah; and
             46          WHEREAS, energy innovation has the potential to significantly increase the state's
             47      education fund through the wise use of the state's trust lands:
             48          NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the
             49      state of Utah expresses support for policies that promote and foster energy innovation
             50      development in the state of Utah to increase employment, potentially increase education
             51      funding, and make the state a national and international leader in new processes and
             52      technologies.
             53          BE IT FURTHER RESOLVED that a copy of this resolution be sent to Utah Geological
             54      Survey, the State Energy Program, the Governor's Energy Office, USTAR, the Governor's
             55      Office of Economic Development, the Department of Workforce Services, the Division of
             56      Facilities Construction and Management, the Division of Oil, Gas, and Mining, the Utah
             57      Petroleum Association, the Utah Mining Association, and to the members of Utah's
             58      congressional delegation.
