EDUCATION INTERIM COMMITTEE

1.    Call to Order - Rep. Lloyd Frandsen
    a.    Approval of April 22,1998 Minutes
    b.    Committee Business

2.    School Fees Study- Superintendent Steven Baugh - Alpine School District
    A task force has completed its study of school fees. The task force has prepared recommendations for committee consideration.

3.    Master Planning for Higher Education - Education Commission of the States (ECS)
    Staff from the Education Commission of the States (ECS) will discuss the considerations that should be made while implementing the process for master planning in higher education.

4.    Educational Technology Initiative (ETI) for Higher Education - Staff
    The Education Interim Committee endorsed legislation for the 1998 General Session, which specifically addressed funding for the higher education ETI. Although the bill passed simultaneously with other 1998 legislation, its directive was apparently lost or ignored. In 1998-99, the colleges of education within the Utah System of Higher Education faces another year without ETI funding.

5.    School Finance Task Force - Laurie Chivers, Deputy Superintendent of Public Instruction
    Although the School Finance Task Force has been working on problems in school finance for a short time, the committee needs to understand the specific problems this group is attempting to resolve, and which will hopefully increase funding availability and equity.

6.     Professional Development Update - Phyllis Sorensen, Pres UEA and Steve Laing, Associate Superintendent for Public Instruction
    The subcommittee for professional development of the Joint Liaison has been meeting regularly and will make a progress report to the committee.

7.    School Facilities Extended Use - Scott Bean, Superintendent of Public Instruction
    Staff of the Education Interim Committee will work closely with the State Office of Education, local education associations, and the Department of Education in Washington D.C. to gather data that may suggest the best uses of public education facilities after school and during the summer.
