The privatization of governmental services has increased dramatically in the past decade as local, state, and federal agencies have searched for ways to cut costs while still meeting their mandated responsibility to provide various services.

        The criminal justice system has been similarly affected by this trend, with a growing movement to privatize correctional facilities at all levels of government. The trend has continued not without controversy and debate over the propriety and legality of contracting out correctional services to the private sector.

        The debate continues on several fronts, including economics (is it cheaper?), law (is it legal?), politics (is it good public policy?), ethics (is it right?), and criminology (does it constitute sound correctional practice?).
