    9:30     1.    Call to Order and Approval of July 28 and August 18, 1998 minutes.

    
9:35     2.    Presentation by Lynn Wardle, Professor of Law at Brigham University and Secretary General, International Society on Family Law

    10:00     3.     Presentation by Reuben Ortega, Salt Lake City Police Chief (Invited)

    10:30     4.    Committee Discussion
    The following outline will be used as a starting point for formulating committee recommendations. Committee members are invited to add other items to the outline during the meeting.

AREAS FOR POTENTIAL LEGISLATION OR OTHER COMMITTEE ACTION


    1.    Improve commercial child care
        a.    Improve training
        b.    Low interest revolving loan program
            i.    Size of fund
            ii.    Requirements and restrictions
            iii.    Administration (Department of Workforce Services)
        c.    Health insurance program for child care workers
        d.    Early childhood literacy program (Utah State Office of Education)
        e.    Criminal background checks
        f.    TANF (Temporary Assistance for Needy Families) funds and other child care funding
            i.    Ensure that the state will qualify in future years to receive the maximum amount of federal funding allowable
            ii.    Identify funding needs

    2.    Educate public about child development
        a.    Require instruction in parenting and child development for college and university students? High school students?
        b.    How to inform the general public about best practices for literacy development

    3.    Foster business involvement in child care to enhance worker productivity
        a.    Tax credits
            i.    Tax credits for donations to child care centers
            ii.    Tax credits for telecommuting jobs for mothers
        b.    Organize a committee of business leaders and citizens to stimulate business involvement in child care
            i.    Oversight by the Department of Workforce Services
            ii.    Committee size
            iii.    Funds needed
            iv.    State of Utah as an employer member

    4.    Support stay-at-home mothers _ tax incentives for mothers who stay at home during the first ___ years of a child's life.
