MINUTES OF THE

UTAH TOMORROW STRATEGIC PLANNING COMMITTEE

1.    Call to Order


    Chair Bradshaw called the meeting to order at 1:10 p.m.

2.    Committee Business -

     MOTION: Sen. Hull moved to approve the minutes of the August 17, 1998 meeting. The motion passed unanimously.

    Mr. Mark Bedel, Mr. Steele Knudson, and Mr. Ray Milner, all from the Governor's Office of Planning and Budget, gave a presentation on how the Utah Tomorrow Strategic Plan document has been organized on the website. Mr. Knudson said that anyone can gain access to this site and can print information from a desktop. He said the entire document can be scrolled through, page by page, or an individual page can be opened.

    MOTION: Sen. Hull moved that the 1998 Utah Tomorrow Strategic Plan document be put on the Internet, and that each time there is a change to the document, or there is a new document, it would be placed on the Internet. The motion passed unanimously.

3.    Department of Environmental Quality (DEQ) Presentation - Mr. Brent Bradford, Deputy Director, DEQ, and Ms. Leah Ann Lamb, DEQ, discussed the handout titled "Draft Reformat Proposal _ Environment, Natural Resources, and Agriculture," that was distributed to the committee.
    Mr. Bradford discussed the Air and Land sections of the handout. He said that there is a website for citizens to access information on DEQ. Ms. Lamb discussed the Water and People sections of the handout.

    Sen. Hull was concerned that other agencies are not aware of the discussion for change in the Utah Tomorrow document.

    Mr. Bedel said that he had electronically notified all the agencies that the committee is in the process of changing the document. He also said that he will send the handouts that were distributed to the different agencies so they can be reviewed and representatives from those agencies may provide input at future meetings.

    Mr. Wilson questioned whether the document or the website for DEQ would be more helpful in providing detailed information on DEQ.

    Mr. Bradford explained that the document would give a brief description of the subject and the website would give more detail.

    Mr. Burningham said for the document to be effective, the original version would need to be referred to while the modified version is helpful because of the graphs. He said that the graphs are helpful but should not replace the original document.

    Sen. Hull suggested publishing one of the documents, either the modified version or the original version, and putting the other on a website.

    Mr. Larry Bunkall, President, Utah Manufacturers Association, suggested that the emphasis be on a graphical, readable format.

4.    Commission on Criminal and Juvenile Justice (CCJJ) Presentation - Mr. Mike Haddon, Director of Research, CCJJ, Mr. Bruce Brown, Department of Public Safety, Mr. Daniel Becker, Administrative Office of the Courts, Mr. Bob Downing, Division of Youth Corrections, and Mr. Cliff Butter, Department of Corrections discussed the handouts titled "Justice" and "Utah Tomorrow: Justice Section," that were distributed to the committee.

    Mr. Haddon discussed the Prevention and Victims of Crime sections, Mr. Brown discussed the Law Enforcement section, Mr. Becker discussed the Courts section, Mr. Downing discussed the Division of Youth Corrections section, and Mr. Butter discussed the Utah Department of Corrections section, of the handout titled "Utah Tomorrow: Justice Section."

    Mr. Bill Dinehart, Office of the Legislative Fiscal Analyst, suggested that jargon be defined, that targets in the document be clearly labeled, and that the data account for population growth.

    Mr. Bedel supported the concept of designating an accountable reporting agency for each measure.

    Committee members expressed concern about particular agencies measuring their success in the legislative process and including this information in the strategic plan.
