             9:30    1.    Call to Order and Approval of October 6 and October 20 Minutes

        2.    Training

     9:35        *    Review of draft legislation to implement literacy initiative.
    *    Coordination of literacy initiative with other child care training.
     10:05        *    Department of Workforce Services and Department of Health proposal to link consumer subsidy rate to licensure/certification, training, and accreditation of provider. Funding required to implement this proposal.
    *    Professional Child Care Apprenticeships.

            10:45    3.    Utah Private Child Care Association
    *    H. Craig Moody, Utah Private Child Care Association.

    11:00    4.    Tax Credit for Contributions to Child Care
    *    Review of draft legislation authorizing a tax credit for contributions by corporations to child care providers. Alternatives for task force action include (1) modifying the draft; (2) adopting the draft and referring it to the Legislature; and (3) referring the issue to the Business Commission on Child Care.

    11:50    5.    Availability of Funding for Quality and Other Improvements

Letter urging state match of available federal funds.

Impact of recently passed federal appropriations bill.

    *    Reallocation of money funding before and after school programs

    *    Proposal for task force to endorse uniform municipal zoning provisions for child care providers.

    *    Resolution urging creation of Business Commission on Child Care
    *    Role of Workforce Services Interim Committee and others.
    *    Letter encouraging application for Medicaid 1115 waiver.
    *    Letter encouraging enrollment in new Children's Health Insurance Program.

    *    Child care legislation requested for the 1999 General Session.
    *    Preliminary report by the University of Utah, Understanding Families With Multiple Barriers to Self-sufficiency.
