The Subcommittee will consider draft legislation that requires a public hearing if a bond is issued under the Local Government Bonding Act. The notice for the public hearing notifies the public that at the public hearing, economic impacts of the private sector may be discussed.

                    The Subcommittee will discuss amending the Solid Waste Management Act.

10:00    4.   Consider Draft Legislation Requested by Subcommittee Chairs

                        A.  Proposal to Create a Government Competition and Privatization Act

                              The Subcommittee will discuss legislation that creates the Government Competition and Privatization                         Act, which could replace the current Privatization Policy Board with a Commission.

                        B.  Inventory and Review of Commercial Activities

                              The Subcommittee will consider legislation that creates the Government Competition Advisory                                      Council and requires that an inventory of commercial activities be taken periodically.

                        C.  Charges for Private Use of Public Facility

                              The Subcommittee will consider legislation that sets requirements for the amount a government entity                              charges for private use of a public facility.

                        D.  Municipal Entities and Cable or Telecommunication Services

                              The Subcommittee will consider legislation that imposes requirements for votes by the registered                                  voters of current members and new members of a municipal entity.

                        E.  Accounting for Competitive Activities of Local Entities

                              The Subcommittee will consider legislation that requires local governments to separately account for                                  certain activities.
