The Committee will receive additional information, requested by committee members at the
November 2nd meeting, on long-term care issues.

9:20 3. Draft Legislation on 340 B Drug Programs
The Committee will consider 2008 General Session draft legislation, "Medicaid 340 B Drug Pricing
Programs," sponsored by Representative David Litvack.
9:35 4. Medicaid Accountability
A. Presentation by DOH (Utah Department of Health) on current practices by DOH to prevent the inappropriate or excessive use of Medicaid funded services and to encourage healthy behaviors by Medicaid clients. DOH will also discuss other approaches that the state may want to consider to address these issues.
B. Presentation by Russell Frandsen, Fiscal Analyst, on Medicaid fraud recovery.
C. Presentation by the Office of Recovery Services on Medicaid recovery.
D. Presentation by Leif Elder, Research Analyst, and Russell Frandsen, Fiscal Analyst, on other approaches to Medicaid accountability that the Committee may want to consider.
10:40 5. Draft Legislation Regarding Changes to the State Medicaid Plan
The Committee will consider 2008 General Session draft legislation, "Notice of Changes to the State Medicaid Plan," sponsored by Representative Merlynn Newbold.
10:55 6. Committee Discussion
The Committee will discuss the options and information presented on accountability,
pharmaceuticals, and long-term care and direct staff regarding the drafting of legislation or other action.
