1.     Committee Business

 

Chair Oda called the meeting to order at 9:14 a.m.

 

MOTION: Rep. Newbold moved to approve the minutes of the January 11, 2010 meeting. The motion passed unanimously.

 

2.     Tourism-oriented Directional Signs

 

Mr. Hunsaker said there is no specific grant in state law for rules regarding tourism-oriented directional signs (TODS).

 

Mr. Carlos Braceras, Deputy Director, Utah Department of Transportation (UDOT), said the department is seeking guidance from the Committee on whether to proceed with the rule.

 

Ms. Linda Hull, Director, Legislative and Government Affairs, UDOT, commented on the adoption of the Manual on Uniform Traffic Control Devices (MUTCD) and responded to committee members' questions.

 

Sen. Stephenson noted that the department's incorporation of the MUTCD by reference has no specific version or issue publication date.

 

Mr. Craig Moody, representing the Utah outdoor advertising industry, spoke against the adoption of the TODS program. He recommended a 36-month implementation delay.

 

Mr. Dewey Reagan, President, Reagan Outdoor Advertising, requested a 36-month study to see if the program currently in place would work. Mr. Reagan also responded to committee members' questions about the Scenic Byway Program.

 

MOTION: Sen. Goodfellow moved that the Committee recommend that UDOT delay rulemaking on the TODS program for 36 months. The motion passed unanimously.

 

3.     2010 General Session H.B. 402, "Department of Administrative Services Modifications"

 

Ms. Kim Hood, Executive Director, Department of Administrative Services, discussed the provisions of 2010 General Session H.B. 402, "Department of Administrative Services Modifications." She explained that the bill will not impact the rulemaking process, and the department's ability to perform critical public notifications will remain in place.

 

Mr. Kent Beers, Director, Division of Purchasing, distributed and reviewed "State Purchasing 650 Cooperative Contracts."

Mr. John Reidhead, Director and CFO, Division of Finance, responded to committee members' questions.

 

No action was taken on this item.

 

4.     Committee Business

 

The next meeting was scheduled for May 13, 2010 at 9:00 a.m. The Committee discussed potential items for future agendas.

 

5.     Adjourn

 

MOTION: Sen. Davis moved to adjourn the meeting. The motion passed unanimously. Sen. Stephenson and Pres. Waddoups were absent for the vote.

 

Chair Oda adjourned the meeting at 11:34 a.m.
