The task force will be updated on recently released regulations implementing the federal Affordable Care Act and the executive branch's response.

1:45       3.     Exchange Model Update

The U.S. Department of Health and Human Services has required that states wishing to implement a state-based health insurance exchange under the federal Affordable Care Act submit a "blueprint" by December 14, 2012, consisting of a declaration letter and an exchange application. States wishing to implement a state-partnership exchange must submit a blueprint by February 15, 2013. States not wishing to implement either model are still required to notify the department if they wish to run their own reinsurance program. The task force will be updated on the state's response to the blueprint requirement.

2:00       4.     Draft Legislation

The task force will consider draft legislation prepared for the 2013 Annual General Session of the Legislature that addresses various issues related to either Avenue H or implementation of the federal Affordable Care Act, including the offering of stand alone dental and vision plans in Avenue H, reinsurance, and navigators.

3:20       6.     Medicaid Expansion—Fiscal Impact and Alternatives

The task force will be briefed on efforts to update estimates of the fiscal impact of expanding Medicaid eligibility to 138% of the federal poverty level (permitted by the ACA, but no longer required as a result of a June 28 U.S. Supreme Court decision). The task force will also consider potential alternatives to full expansion to 138% and whether the state should pursue any expansion option.
