9:05               2. Medicaid: Preferred Drug List, Rebates, and Brand-name vs. Generic

During the 2012 General Session, the Legislature passed S.B. 85, "Medicaid Cost Control Amendments," which authorizes the Utah Department of Health to add sedative hypnotics to its Medicaid preferred drug list. The legislation also specifies the conditions under which the department must grant prior authorization for use of a sedative hypnotic not included on the list. The committee will be briefed on the implementation of the Medicaid preferred drug list, including the addition of sedative hypnotics, and will consider whether the list should be expanded to include other classes of psychotropic drugs currently excluded from the list. The committee will also be briefed on the calculation of manufacturer rebates and why brand name drugs are sometimes given preference over generic drugs.

10:25             3. Alzheimer's Disease

The committee will be briefed on a proposal to implement provisions of the State Plan for Alzheimer's Disease and Related Dementias, developed in 2011 by the Alzheimer's State Plan Task Force. In 2012 General Session S.J.R. 1, "Alzheimer’s State Plan Joint Resolution," the Legislature expressed support for the plan and encouraged stakeholders to work together to implement the plan.

10:40             4. Sunset Review—Utah Health Care Compact

Unless the Legislature reauthorizes it, Utah Code Section 63M-1-2507, Health Care Compact, will be repealed July 1, 2014. The committee invites interested parties to inform it of any concerns related to the section and of any proposals for improving the section's function. The committee may recommend that the section be reauthorized for up to 10 years, with or without amendment; recommend that the section be allowed to sunset; or take no action at all.
