9:05 2. Risk Adjustment
At its June 20 meeting, the task force directed staff to prepare a letter in response to proposed federal regulations seeking comment on " whether a state that elects to operate a SHOP but not an individual market Exchange [as Utah has done]... should be eligible to establish a risk adjustment program [under the federal Affordable Care Act]." The task force also expressed its support for an exploratory study of whether Utah should establish its own risk adjustment program, funding to implement a Utah-based program, and funding to prepare the all-payers health insurance claims database for use by any program implemented. The task force will be briefed on risk adjustment developments since the last meeting.

9:15 3. Federal Regulations Update
The task force will be briefed on federal Affordable Care Act regulations and other implementation guidance issued since the task force's last meeting.

9:45 4. Exchanges: Navigators and Mental Health Coverage
During the 2013 General Session, the Legislature created the Navigator License Act, which requires the licensing of persons who assist individuals in the selection of and enrollment in an insurance plan offered by a health insurance exchange, or the application for premium subsidies available on the exchange. The task force will be briefed on the implementation of the statute. The task force will also be briefed on coverage of mental health services by exchange plans.

10:05 5. PEHP Price and Quality Tools and Payment Reform Update
The task force will be briefed on cost and quality tools recently made available to Public Employees Health Program enrollees. The task force will also receive a brief update on principles guiding the development of Utah payment reform proposals under the federal Affordable Care Act’s State Innovation Models Initiative.
