9:00       1.     Task Force Business

     Approval of the minutes of the August 22, 2013, meeting

     Update on task force teams

     August 22, 2013, letter from the Department of Health, in compliance with Utah Code Section 63M-1-2505.5, notifying the Legislature of its intent to amend the Medicaid and Children’s Health Insurance Program state plans and administrative rules to implement certain eligibility requirements of the federal Affordable Care Act.

 

 

9:15       2.     Open Enrollment Beginning October 1

Beginning October 1, 2013, individuals will be able to enroll in health insurance plans offered through a new, federally run health insurance exchange (marketplace) operating in Utah. At the same time, Avenue H, the state’s existing health insurance exchange, will begin offering coverage compliant with the Affordable Care Act to small employers and their employees. State agencies will provide a final update on the implementation of their tasks associated with the October 1 launch. They will also update the task force on issues of concern related to the federal government’s performance of its tasks.

9:45       3.     State Innovation Models InitiativeWorkforce Issues

The task force will be briefed on the work of an executive branch committee developing workforce proposals under the federal Affordable Care Act’s State Innovation Models Initiative.

10:05     4.     The Consumer ExperienceWhat Should We Expect?

The task force will be briefed on education, outreach, and enrollment resources available to individuals and employers wondering how to respond to the requirements of the federal Affordable Care Act or seeking to enroll in coverage through either the federally run exchange or Avenue H.

11:05     5.     Charity Care

The Charity Care Team, a workgroup created by the task force and the Governor’s Medicaid Expansion Options Community Workgroup, will report on its study of charity care in the state pursuant to 2013 H.B. 160, Health System Reform Amendments, and 2013 H.B. 391, Prohibition of Medicaid Expansion.

11:35     6.     Federal Regulations Update

The task force will be briefed on recent Affordable Care Act regulations and implementation guidance not already covered under other agenda items.

NOTICE

 

The Avenue H and Insurance Market Team will meet Tuesday, September 24, 2013, immediately following adjournment of the task force meeting, at approximately noon in Room 30 of the House Building (the same room where the task force meets).

 

No other task force teams are scheduled to meet September 24, 2013.
