H.J.R. 10, “Joint Rules Resolution Regarding A Long-Term
Planning Conference,” which passed in the 2014 General Session, requires each
interim committee to devote part of its May meeting to long-term planning for
the areas over which the committee has jurisdiction. The long-term planning may
include reviewing economic or demographic data, identifying emerging or future
issues and challenges, and developing an action plan. To assist the committee,
representatives of the public and higher education systems will discuss
long-term planning issues, including progress toward having 66% of the adult population
attain a postsecondary degree or certificate by 2020, a long-term goal supported
