3. Water Quality Board TMDL Report
The Water Quality Board is required to submit for
committee review a board-approved strategy that will recommend a total maximum
daily load (TMDL) end point and implementation strategy to the EPA for review
and approval if the strategy will require a public or private expenditure in
excess of $10,000,000 but less than $100,000,000 for compliance.
The Echo/Rockport Reservoirs TMDL is the first TMDL that
has exceeded the monetary threshold. The
cost to implement the TMDL includes costs to upgrade the Silver Creek Water
Reclamation Facility, the lagoon in Kamas City, and on-site wastewater disposal
systems, and control agricultural run-off.
In reviewing the strategy, the committee may suggest
additional areas of consideration or may recommend the strategy be reevaluated
by the Water Quality Board.
