The Echo/Rockport Reservoirs TMDL is the first TMDL that has exceeded the monetary threshold.  The cost to implement the TMDL includes costs to upgrade the Silver Creek Water Reclamation Facility, the lagoon in Kamas City, and on-site wastewater disposal systems, and control agricultural run-off.
