 (30 min)       2.   Good Landlord Program

The Utah Code authorizes, under specified conditions, a municipality to charge landlords a fee to recover the municipality's disproportionate costs of providing municipal services to residential rental units compared to similarly-situated owner-occupied housing. The committee will review those conditions outlined in statute and examine whether or not the statutory provisions are being implemented as the Legislature intends.

The Committee will review the current statutes regarding standards of unethical or criminal conduct by government officials and employees in hiring practices and use of public services for campaigns.

The Committee will study Master Study Resolution item #179: to study municipal and county land use provisions related to a school. The discussion will focus on explaining and exploring the perceived existing problems with life safety. The focus of this discussion is not to find solutions to the problems, rather thoroughly discuss the problems.

(40 min)      5.   UTOPIA Telecommunications Utility Fee

The Utah Telecommunication Open Infrastructure Agency (UTOPIA) is working with an Australian-based company, Macquarie Capitol, on a public-private partnership proposal. Macquarie proposes to invest its own funds, with the cost of construction defrayed through a monthly telecommunications utility fee on homes and businesses. The proposed monthly utility fee would be charged to all residences and businesses within the member cities regardless of whether or not a resident or business wants the service. In exchange for this utility fee, residents and businesses would receive access to a basic broadband network built up to the outside of their homes at no additional charge. The committee will review the appropriateness of the proposed utility fee being charged to all residents and businesses regardless of whether or not a citizen or business wants the service.
