(40 min) 5. UTOPIA Telecommunications Utility Fee
The
Utah Telecommunication Open Infrastructure Agency (UTOPIA) is working with an
Australian-based company, Macquarie Capitol, on a public-private partnership
proposal. Macquarie proposes to invest its own funds, with the cost of
construction defrayed through a monthly telecommunications utility fee on homes
and businesses. The proposed monthly utility fee would be charged to all
residences and businesses within the member cities regardless of whether or not
a resident or business wants the service. In exchange for this utility fee,
residents and businesses would receive access to a basic broadband network
built up to the outside of their homes at no additional charge. The committee
will review the appropriateness of the proposed utility fee being charged to
all residents and businesses regardless of whether or not a citizen or business
wants the service.
