The task force will receive briefings on the fiscal impact
of making incremental changes to various taxes and historical trends in state
funding of higher education.

The task force will recess to view demonstrations of how
educational technology may be used in classrooms to personalize learning. The
demonstrations will be held in the Kletting, Olmsted, Spruce, and Copper rooms
on the first floor of the Senate Building. The public is invited to view the
demonstrations to the extent space is available in each room. Following the
demonstrations, the task force will recess for lunch from 12:00 p.m. to 1:00
p.m.

p.m. 3. Utah College of Applied Technology Funding
and Governance
The chair of the Utah College of Applied Technology
College Board of Trustees will address the issue of equity funding for regional
college campuses. Representatives of public education and higher education will
address the following: 1) Should school district representatives on regional
campus boards be voting or advisory members? and 2) Should the Legislature
appropriate all Career and Technical Education (CTE) funds for high school
students to the Utah College of Applied Technology (UCAT) and allow UCAT to contract
with school districts for CTE services?

2:45 p.m. 5. Developing Effective School Principals
Pursuant to its responsibility to establish the
qualification and certification of educators and a framework for the evaluation
of educators, the State Board of Education has established standards, licensure
requirements, and an evaluation framework for school principals.
Representatives of the State Board of Education, Utah School Boards
Association, and Utah School Superintendents Association will address actions
taken to develop effective school principals and any barriers or gaps to
ensuring that each school has an effective principal.
