informal workgroup organized by the study sponsor has been discussing concerns
with the current law found in Utah Code Title 11, Chapter 42, Assessment Area
Act. An initial rough draft of legislation will be discussed for information purposes.

3. Military Installation Development Authority
The committee
will study issues relating to a Military Installation Development Authority
(MIDA) (Master Study Resolution #201.) The discussion will address the
following questions: When and why was MIDA created? What is the statutory
history of MIDA? What are the statutory powers and limitations of MIDA? How is
MIDA governed? What are MIDA's goals and objectives? What projects is MIDA
working on? What projects are on the horizon for MIDA? What are MIDA’s revenue
sources and amounts? How is MIDA’s revenue spent?

4. Local
Governments Qualifying as a Contractor Customer
The committee
will study whether to authorize a municipality or county to qualify as a renewable
energy contract customer, develop requirements for a municipality or county to
qualify as a contract customer, and whether to require the Public Service
Commission to determine appropriate charges and credits for participating
customers within a municipality or county who do not pay a separate demand
charge (1st Sub. H.B. 110) (Master Study Resolution #176.)

5. Update on Mobile Home Park
Discussions
A group
of legislators have met to discuss mobile home park issues. This group also held
a meeting with many interested parties where differing perspectives were expressed.
Sen. Thatcher will provide an update on the status of the discussions.
