2.      8:05 a.m.      Property Tax Equalization: Implementation of S.B. 97 (2015 General Session)

                    

The subcommittee will review estimated tax increases and funding distributions by school district and discuss implementation issues in relation to the state guarantee rate.

                          

3.      8:35 a.m.      2015 General Session Follow-up Items: Utah State Office of Education

                    

The Utah State Office of Education will provide updates on the implementation of several items discussed during the 2015 General Session.  These items include the following:  Indirect Cost Pool rates and amounts paid by USOE and USOR; State Board of Education actions on the recommendations of the Free Market Protection & Privatization Board, and the leasing of SAGE questions to other states.

 

4.      9:00 a.m.      Utah State Office of Education: Financial Management

                    

The Legislative Auditor General will present recent findings from an audit of the Utah State Office of Rehabilitation and the potential impacts on the Utah State Office of Education.  The State Board of Education will address these findings and report on the implementation of the Board Risk Mitigation Plan, including, financial management, organizational changes, and potential requests for the 2016 General Session related to financial management.  

 

5.      10:00 a.m.    Digital Learning Software Update

 

Subcommittee members will hear implementation updates on several digital learning and software license initiatives implemented in recent years. Programs will include Early Intervention Reading Software Licenses, STEM – Instructional Technology in Mathematics, English Language Learner Software Licenses, and the Electronic Reading Assessment Tool.                                                                                 

 

6.      11:30 a.m.    Minimum School Program: Oversight of Categorical Programs

                                                                                                 

The subcommittee will review methods to increase the transparency of certain budgeted items within MSP Categorical programs and the use of programmatic funding for state-level administrative costs.
