1. Committee Business

· Call to order

· Approval of the minutes of the November 18, 2015, meeting

· 2016 interim study items, draft schedule, and required agency reports

2. Competency-Based Education

Committee members will hear about current competency-based education practices in Utah and perspectives on how to scale up competency-based education in Utah.

3. Review of 2015 Interim and 2016 General Session

The committee will review its work from last interim and discuss whether to follow-up on any of the study items or committee bills. Committee members have been sent the 2016 General Session Public Education Summary published by the Utah State Board of Education (USBE). Representatives of USBE staff and legislative staff will be available to respond to questions.

4. UPSTART Report

UPSTART, established in U.C.A. Section 53A-1a-1002, is a home-based educational technology program intended to develop school readiness skills of preschool children. U.C.A. Section

53A-1a-1007 requires the USBE to annually report on the program, including the results of an independent evaluation. The report has been sent to committee members prior to the meeting. USBE staff will be available to respond to questions.
