3. 2016 Interim Studies
The committee will begin identifying issues and objectives
for the following studies for the 2016 interim session:
·
Meeting the child
welfare "Least Restrictive Means" test: to study and report on the
current and ongoing status of the extent to which the Division of Child and
Family Services system and the courts are meeting the constitutionally required
"least restrictive means" test in parental rights enforcement and
termination, and to study applicable audits;
·
Indigent Defense: to
study the provision of indigent defense services in the state, including
funding issues and the ongoing efforts of the newly-created Indigent Defense
Commission;
·
Marijuana Impairment
and Penalties: to study marijuana impairment standards and possession
penalties;
·
State Zoning Powers: to
study federal and state constitutional issues related to state zoning powers
for drug recovery centers in residential neighborhoods; and
·
Justice Courts: to
study the impact on justice courts resulting from reform initiatives, including
misdemeanor reclassification.
4. State Zoning Powers
The committee will begin study of the state and federal
constitutional issues related to zoning powers for drug recovery centers in
residential neighborhoods.

5. Sunset Review
The
committee will begin consideration of the sunset review of Utah Code Section
63M-7-504, Crime Victim Reparations and Assistance Board.

6. Utah Open and Public Meetings Act Training
Pursuant to Utah Code Section 52-4-104, the committee will
be briefed on the Open and Public Meetings Act.
