1.      9:00 am     Approval of Minutes

Minutes from: 11/24/2015, 01/06/2016, 01/26/2016, 01/28/2016, 02/01/2016, 02/03/2016, 02/05/2016, 02/09/2016, 02/11/2016

 

2.      9:05 am     School Community Councils

The subcommittee will evaluate the capacity and consistency of school community council operations across the state to determine the feasibility of distributing additional funding or managing statewide programs through the councils.  State Board of Education staff will report on current program allocations, expenditures, reporting requirements, and training provided to councils. LEA representatives will highlight council operations, the capacity to manage additional funding or programs, and identify additional training needs if the Legislature opts to expand the role of the councils.   

 

3.      9:50 am     Utah Schools for the Deaf and the Blind

During the 2016 General Session, the subcommittee requested a comprehensive review of the USDB including: budget revenues and expenditures, capital facility improvements and needs, and student achievement measures.  Subcommittee staff will present the FY 2016 and FY 2017 appropriated budgets.  USDB management will detail the operations budget, student achievement, and capital facility updates.   

 

4.      10:50 am   State Board of Education – Financial Management

The State Board of Education will update the subcommittee on efforts to improve the management of the education budget, including financial oversight, internal accounting improvements, and upgraded financial systems.

 

5.      11:20 am   Statutory Reports

Subcommittee staff will summarize statutorily required reports to the subcommittee. The subcommittee may determine which reports to continue or abandon, and arrange for legislation to implement any changes.

 

6.      11:40 am   Minimum School Program Oversight

Subcommittee staff will review bills implementing changes to certain MSP categorical programs that did not pass during the 2016 General Session.  The subcommittee will review these items and begin discussion on potential legislation for the 2017 General Session.  Items include: Career & Technical Education Comprehensive Guidance, Out-of-State Tuition, and the Teacher Salary Supplement Restricted Account.
