Sen. Stephenson assumed the chair. Acting Chair Stephenson called the meeting to order at 2:13 pm.

 

MOTION:     Sen. Jani Iwamoto moved to approve the minutes. The motion passed with a vote of 3-0-4.

Voting in the affirmative were:

Millner A, Iwamoto J, Stephenson H

Absent or not voting were:

Adams J S, Henderson D, Hillyard L, Niederhauser W


1. S.B. 78 Teacher Pedagogical Assessment (Millner, A.)


Sen. Ann Millner presented the bill with the assistance of Dr. Sydnee Dickson, State Superintendent of Public Instruction, Utah State Board of Education.


            Ms. Melissa Butler, Utah Republican Women's Caucus, spoke to the bill.

Dr. Sara Jones,  Director of Educational Excellence and Community Outreach,Utah Education Association spoke to the bill.

            Mr. Stan Rasmussen, Director of Public Affairs, Sutherland Institute spoke to the bill.

Dr. Kristi Jones, Professor of Education, Westminister College, spoke on behalf of herself, to the bill.

Ms. Marilee Coles-Ritchie, Professor of Education, Westminister College spoke to the bill.

 

MOTION:     Sen. Adams moved to pass S.B. 78 out favorably. The motion passed with a vote of 5-0-2.

Millner A, Adams J S, Henderson D, Hillyard L, Stephenson H

Absent or not voting were:

Iwamoto J, Niederhauser W


Sen. Millner resumed the chair.


2. S.B. 102 Utah Student Privacy Act (Mayne, K.)


Sen. Karen Mayne presented the bill.

 

Mr. Brad Asay, President, American Federation of Teachers of Utah spoke in favor of the bill.

            Mr. Roger Donohoe, Teacher, Utah Education Association spoke to the bill.

 

Ms. Angie Stallings, Deputy Superintendent, Utah State Board of Education introduced Ms. Whitney Phillips. Ms. Whitney Phillips, Chief Privacy Officer, Utah State Board of Education responded to questions.

 

MOTION:     Sen. Henderson moved to pass S.B. 102 out favorably. The motion passed with a vote of 3-0-4.

Absent or not voting was:

Niederhauser W, Adams,J.S. Hillyard, L, and Iwamoto, J



Chair Millner adjourned the meeting at 3:16 pm.
