STANDING COMMITTEE

Chair Buxton called the meeting to order at 3:19 p.m.

MOTION:     Sen. Harper moved to approve the minutes of the January 25, 2017, the January 30, 2017 and the February 2, 2017 meetings. The motion passed with a vote of 4-0-3.

1. S.B. 159 Helmet Requirement Amendments (Shiozawa, B.)

Sen. Shiozawa explained the bill and a handout, Utah Universal Motorcycle Helmet Law, Intermountain Medical Center Trauma Services, was distributed.

Michelle McOmber, Utah Medical Association, spoke in favor of the bill.

Rolayne Fairclough, AAA Utah, spoke in favor of the bill.

Collette Hadlock, Legislative Liaison, ABATE of Utah, spoke in opposition to the bill.

Jason Davis, Director of Operations, UDOT, spoke in favor of the bill.

Khris Fawson, Advocate, USLIC, spoke in favor of the bill.

Greg Douglas, Vice President,  ABATE, spoke in opposition to the bill.

MOTION:     Sen. Mayne moved to pass S.B. 159 out favorably. The motion passed with a vote of 5-2-0.

2. H.B. 51 Off-highway Vehicle Amendments (Owens, D.)

Rep. Owens presented the bill with the assistance of Chris Haller, Utah Parks and Recreation.

MOTION:     Sen. Van Tassell moved to pass H.B. 51 out favorably. The motion passed with a vote of 6-0-1.

MOTION:     Sen. Van Tassell moved to place H.B. 51 on the Consent Calendar. The motion passed with a vote of 6-0-1.

MOTION:     Sen. Anderegg moved to adjourn. The motion passed with a vote of 6-0-1.

Chair Buxton adjourned the meeting at 4:13 p.m.
