Chair Bramble called the meeting to order at 8:10 a.m.

MOTION:     Sen. Ipson moved to approve the minutes of February 8, 2017. The motion passed with a vote of 3-0-5.

1. S.B. 184 Division of Occupational and Professional Licensing (Ipson, D.)

MOTION:     Sen. Ipson moved to replace S.B. 184 with 1st Substitute S.B. 184. The motion passed with a vote of 3-0-5.

Sen. Ipson explained the bill.

MOTION:     Sen. Ipson moved to pass 1st Substitute S.B. 184 out favorably. The motion passed with a vote of 3-0-5.

MOTION:     Sen. Ipson moved to place 1st Substitute S.B. 184 on the Consent Calendar. The motion passed with a vote of 3-0-5.

Sen. Mayne assumed the chair.

2. S.B. 192 Boat Registration Amendments (Bramble, C.)

Sen. Bramble explained the bill.

MOTION:     Sen. Bramble moved to amend S.B. 192 with Amendment #1. The motion passed with a vote of 3-0-5.

MOTION:     Sen. Bramble moved to pass S.B. 192 out favorably. The motion passed with a vote of 3-0-5.

MOTION:     Chair Bramble moved to place S.B. 192 on the Consent Calendar. The motion passed with a vote of 3-0-5.

3. S.B. 187 Construction Trade Amendments (Buxton, D. G.)

MOTION:     Sen. Bramble moved to replace S.B. 187 with 1st Substitute S.B. 187. The motion passed with a vote of 3-0-5.

Sen. Buxton explained the bill.

MOTION:     Sen. Bramble moved to pass 1st Substitute S.B. 187 out favorably. The motion passed with a vote of 3-0-5.

4. 1st Sub. H.B. 37 State Construction Code Amendments (Schultz, M.)

Rep. Shultz explained the bill.

Kate Bradshaw, Independent Electrical Contractors of Utah, spoke in favor of the bill.

Christopher Joyle, Uniform Building Code Commission, spoke in opposition to the bill.

Taz Biesinger, Utah Home Builders Association, spoke in favor the bill.

Frank Pignanelli spoke in opposition to the bill and distributed handouts.

MOTION:     Sen. Bramble moved to pass 1st Substitute H.B. 37 out favorably. The motion passed with a vote of 6-0-2.

5. S.B. 199 ABLE Act Revisions (Weiler, T.)

Sen. Weiler explained the bill.

MOTION:     Sen. Weiler moved to replace S.B. 199 with 1st Substitute S.B. 199. The motion passed with a vote of 5-0-3.

Kris Fawson, Chair, Utah Independent Living Council, spoke in favor of the bill.

MOTION:     Sen. Weiler moved to pass 1st Substitute S.B. 199 out favorably. The motion passed with a vote of 5-0-3.

MOTION:     Sen. Ipson moved to adjourn. The motion passed with a vote of 5-0-3.
