Chair Daw called the meeting to order at 8:06 a.m.

1. 1st Sub. H.B. 286 Essential Treatment and Intervention Act (Christensen, L.)

Rep. LaVar Christensen presented the bill.

MOTION:     Rep. Kennedy moved to replace 1st Substitute H.B. 286 with 2nd Substitute H.B. 286. The motion passed with a vote of 9-0-3.

MOTION:     Rep. Miles moved to pass 2nd Substitute H.B. 286 out favorably. The motion passed with a vote of 5-4-3.

2. S.B. 32 Child Welfare Auditing Amendments (Davis, G.)

Sen. Gene Davis presented the bill.

MOTION:     Rep. Ward moved to pass S.B. 32 out favorably. The motion passed with a vote of 9-0-3.

3. H.B. 345 Telehealth Pilot Project (Edwards, R.)

Rep. Rebecca P. Edwards presented the bill with the assistance of Ms. Sheila Walsh-McDonald, Legislative Liaison, Utah Department of Health

Mr. Mark Brinton, Utah Medical Association, spoke in favor of the bill.

MOTION:     Rep. Ward moved to pass H.B. 345 out favorably. The motion passed with a vote of 10-0-2.

4. H.B. 308 Public Health Education Module (Thurston, N.)

Rep. Norman K Thurston presented the bill with the assistance of Ms. Lacey Eden, nurse practitioner, and Ms. Gayle Ruzicka, Utah Eagle Forum.

Ms. Kristen Chevrier, Vaccine Freedom Utah, spoke to the bill.

Dr. Joseph Miner, Executive Director, Utah Department of Health, spoke to the bill.

Ms. Rachel Peterson, Utah PTA, spoke in favor of the bill.

MOTION:     Rep. Ward moved to replace H.B. 308 with 1st Substitute H.B. 308. The motion passed with a vote of 10-0-2.

MOTION:     Rep. Redd moved to amend 1st Substitute H.B. 308 by replacing "2017" on Line 88 with "2018".

MOTION:     Rep. Ward moved to pass 1st Substitute H.B. 308 out favorably. The motion passed with a vote of 10-0-2.

5. H.B. 309 Public Health in Schools (Thurston, N.)

Rep. Norman K Thurston presented the bill with the assistance of Ms. Jennifer Dailey, Utah Academy of Family Physicians, and Ms. Lacy Eden, nurse practitioner.

Ms. Kristen Chevriet, Vaccine Freedom Utah, spoke to the bill.

Ms. Rachel Peterson, Utah PTA, spoke in favor of the bill.

Ms. Jaime Anderson, school nurse, spoke in opposition to the bill.

MOTION:     Rep. Redd moved to amend H.B. 309 with Amendment #1. 

1.    Page 13, Lines 383 through 394:    

383 (3) Upon the request of an official from a local health department in the case of a

384disease outbreak, a school principal or administrator shall:

385 (a) notify the legally responsible individual of any student who is not immune to the

386outbreak disease, providing information regarding steps the legally responsible individual may

387take to protect students;

388 (b) identify each student who is not immune to the outbreak disease; and

389 (c) for a period determined by the local health department not to exceed the duration of

390the disease outbreak, do one of the following at the discretion of the school principal or

391administrator

392 (i) provide a separate educational environment for the students described in Subsection

393(3)(b) that ensures

394 (ii) prevent each student described in Subsection (3)(b) from attending school.

The motion passed with a vote of 10-0-2.

MOTION:     Rep. Miles moved to pass H.B. 309 out favorably. The motion passed with a vote of 9-1-2.

6. Approval of Minutes

MOTION:     Rep. Kennedy moved to approve the minutes of the February 15, 2017, meeting. The motion passed with a vote of 10-0-2.

7. H.B. 310 Utah Statewide Immunization Information System Program (Thurston, N.)

Rep. Norman K Thurston presented the bill with the assistance of Ms. Jennifer Dailey, Utah Academy of Family Physicians, and Ms. Gayle Ruzicka, Utah Eagle Forum.

Mr. Adam Jones, Utah Pharmacy Association, spoke in favor of the bill.

MOTION:     Rep. Ward moved to pass H.B. 310 out favorably. The motion passed with a vote of 10-0-2.

MOTION:     Rep. Miles moved to adjourn. The motion passed with a vote of 10-0-2.
