Chair Millner called the meeting to order at 4:18 p.m.

 

MOTION:     Sen. Hillyard moved to approve the minutes of February 27, 2017. The motion passed unanimously.


1. S.B. 255 Funding for Education Systems Amendments (Stephenson, H.)


Sen. Howard A. Stephenson explained the bill.


Sen. Hillyard assumed the chair.

 

MOTION:     Sen. Stephenson moved to replace S.B. 255 with 1st Substitute S.B. 255. The motion passed with a vote of 3-0-4.

MOTION:     Sen. Stephenson moved to amend 1st Substitute S.B. 255 with Amendment #1.

 

1.    Page 1, Lines 14 through 17:

                 establishes the Fixed Rate Growth Account to fund programs with demonstrated

16outcomes that improve student performance;

17         provides a repeal date; and

 

2.    Page 16, Line 488 through Page 17, Line 503:

         Section 9. Section 53A-17a-135.6 is enacted to read:

490 53A-17a-135.6. Fixed Rate Growth Account.

491 (1) As used in this section, "account" means the Fixed Rate Growth Account created in

492this section.

493 (2) There is created within the Education Fund a restricted account known as the

494"Fixed Rate Growth Account."

495 (3) The account shall be funded by amounts deposited into the account in accordance

496with Section 53A-17a-135.5.

497 (4) The account shall earn interest.

498 (5) Interest earned on the account shall be deposited into the account.

499 (6) The Legislature shall appropriate money in the account to the State Board of

500Education.

501 (7) The State Board of Education shall use money in the account to fund programs with

502demonstrated outcomes that improve student performance.

503 Section 10. Section 53A-17a-143 is amended to read:

MOTION:     Sen. Hillyard moved to pass 2nd Substitute H.B. 168 out favorably. The motion passed with a vote of 2-0-5.

Ms. Alicia Vance, high school sophomore, spoke in opposition to the bill.

 

Dr. Wendy M. Troxel, Senior Behavioral and Social Scientist, Rand Organization spoke in favor of the bill.

 

Mr. Brad Asay, President, American Federation of Teachers of Utah spoke in favor of the bill.

 

MOTION:     Sen. Hillyard moved to pass H.C.R. 9 out favorably. The motion passed with a vote of 2-0-5.
