MOTION: Rep. Albrecht moved to approve the minutes of the February 27, 2017, meeting.

Ms. Michele Beck, Utah Office of Consumer Services, spoke in favor of the bill.
Mr. Thad LaVar, Utah Public Service Commission, spoke in favor of the bill.
MOTION: Rep. Arent moved to replace 3rd Substitute S.B. 130 with 4th Substitute S.B. 130.
