Chair Fillmore called the meeting to order at 2:06 p.m.

MOTION:     Sen. Vickers moved to approve the minutes of the March 2, 2017 meeting.

The motion passed with a vote of 5-0-3.

1. S.B. 274 Medicaid Dental Waiver Amendments (Christensen, A.)

Sen. Christensen explained the bill.

MOTION:     Sen. Christensen moved to pass S.B. 274 out favorably.

The motion passed with a vote of 6-0-2.

2. H.B. 435 Health Care Patient Privacy Amendments (Gibson, F.)

Rep. Gibson presented the bill with the assistance of Mr. Dave Gessell, Executive Vice President, Utah Hospital Association .

MOTION:     Sen. Shiozawa moved to pass H.B. 435 out favorably.

The motion passed with a vote of 5-0-3.

3. H.B. 283 Child Homelessness Prevention (Spendlove, R.)

Rep. Spendlove explained the bill.

MOTION:     Sen. Vickers moved to replace H.B. 283 with 1st Substitute H.B. 283.

The motion passed with a vote of 6-0-2.

Mr. Bill Tibbetts, Director, Coalition of Religious Communities, spoke in favor of the bill.

MOTION:     Sen. Vickers moved to pass 1st Substitute H.B. 283 out favorably.

The motion passed with a vote of 6-0-2.

4. 2nd Sub. H.B. 286 Essential Treatment and Intervention Act (Christensen, L.)

Rep. Christensen presented the bill with the assistance of Ms. Mary Lou Emerson, Director, Utah Substance Abuse Advisory Council and Mr. Dennis Cechinni.

Mr. Richard Nance, Director, Utah County Department of Drug and Alcohol Prevention, spoke in favor of the bill.

Ms. Holly Grames spoke in favor of the bill.

MOTION:     Sen. Christensen moved to pass 2nd Substitute H.B. 286 out favorably.

The motion passed with a vote of 6-0-2.

5. 1st Sub. H.B. 308 Public Health Education Module (Thurston, N.)

Rep. Thurston explained the bill.

MOTION:     Sen. Vickers moved to replace 1st Substitute H.B. 308 with 2nd Substitute H.B. 308.

The motion passed with a vote of 6-0-2.

Ms. Gail Ruzicka, Utah Eagle Forum, spoke in favor of the bill.

Ms. Rene McDonald spoke to the bill.

Ms. Diane Forster Burke, Utah Nurses Association, spoke in favor of the bill.

MOTION:     Sen. Vickers moved to pass 2nd Substitute H.B. 308 out favorably.

The motion passed with a vote of 6-0-2.

6. H.B. 310 Utah Statewide Immunization Information System Program (Thurston, N.)

Sen. Christensen assumed the chair.

Sen. Fillmore resumed the chair.

Ms. Kristen Chevrier, Director, Vaccine Freedom Utah, spoke in opposition to the bill.

Ms. Rene McDonald spoke in opposition to the bill.

MOTION:     Sen. Escamilla moved to pass H.B. 310 out favorably.

The motion passed with a vote of 5-1-2.

7. 2nd Sub. H.B. 359 Spinal Cord and Brain Injury Rehabilitation Fund Amendments (Hutchings, E.)

Sen. Hutchins presented the bill with the assistance of Dr. Dale Hall, Executive Director, Neuroworks.

MOTION:     Sen. Christensen moved to amend 2nd Substitute H.B. 359 with Amendment #1.

1.    Page 2, Line 52 through Page 3, Line 57:     

52   (2) The fund shall consist of:

53   (a) gifts, grants, donations, or any other conveyance of money that may be made to the

54fund from private sources;

55   (b) a portion of the impound fee as designated in Section 41-6a-1406; [and]

56   (c) the fees collected by the Motor Vehicle Division under Subsection 41-22-8(3)

57   [(c)] (d) amounts as appropriated by the Legislature.

83   (2) The advisory committee shall be composed of [five]

MOTION:     Sen. Christensen moved to pass 2nd Substitute H.B. 359 out favorably.

The motion passed with a vote of 6-0-2.

8. 1st Sub. H.B. 365 Homeless Resource Center Zone Amendments (Briscoe, J.)

Rep. Briscoe presented the bill with the assistance of Will Carlson, Statewide Association of Presecutors.

MOTION:     Sen. Christensen moved to pass 1st Substitute H.B. 365 out favorably.

The motion passed with a vote of 5-1-2.

MOTION:     Sen. Christensen moved to adjourn.

The motion passed with a vote of 6-0-2.
