Public Education Appropriations Subcommittee

1.      8:30 a.m.      Approve Minutes

Meeting Dates: February 1, 2017; February 7, 2017; February 9, 2017; and February 19, 2017.  


2.      8:35 a.m.      Introduction to Budget Deep-Dive

Appropriations Subcommittees will conduct budget “deep-dives” over the course of the 2017 interim. The subcommittee chairs have narrowed this review to categorical programs within the Related to Basic School Program and the Initiatives Program. The subcommittee will discuss the process and specific programs for these budget deep-dives.


3.      8:50 a.m.      Categorical Program Review & Decision Tree

During the 2017 General Session, several committee members expressed interest in reviewing categorical programs and determining if these programs should continue, be placed in a block grant, or be folded into the WPU Value. As an extension to the budget deep-dives, subcommittee members will discuss the above methods for reducing or maintaining categorical programs and a decision tree that was developed to assist in this process.  


4.      9:45 a.m.      Line Item Performance Measures

The Legislature approved several performance measures for budget line items during the 2017 General Session. At the time, there was concern about some of the measures approved. These measures were included in the budget with the understanding that the subcommittee would continue to review them over the 2017 interim. The subcommittee will review all measures, discuss which measures may need to change, and set a timeline for receiving new measures from affected agencies and line items.  


5.      10:00 a.m.    Cost Tracking & Expenditure Reporting

State Board of Education staff will report on recent efforts to align the chart of accounts used by school districts and charter schools to report financial information to the state and federal government. This reporting will begin to capture budget data at the school level (currently we only have district level reporting). The State Auditor will discuss the impact of this change and a proposal to move to class/course level data reporting in the future. The subcommittee will discuss these concepts, hear from local school districts and charter schools, identify follow-up questions, and determine what further action may be needed.
