Budget
Deep Dives: MSP – Related to Basic School Program
Subcommittee
staff will summarize budget information, issues, and recommendations for the
following programs. The State Board of Education will provide information on
program implementation, funding distribution, and performance for each program.
Subcommittee members may discuss each program and use the Funding Decision Tree
as a discussion guide.
2. 8:35
a.m. Educator Salary Adjustments
The program provides up to $4,200 in additional
compensation to educators. Discussion items may include: employer-paid benefits
costs, over/under allocations, and integration of the adjustment into teacher
salary schedules.
3. 8:55
a.m. Teacher Salary Supplement
Program funding provides up to $4,200
in additional compensation to certain math and science teachers. While no
pending issues, a review of this program fits in the subcommittee’s broader
discussion on teacher compensation in Utah.
4. 9:10
a.m. Matching Fund for School Nurses
The matching program provides dedicated
funding to districts/charters to hire school nurses. Discussion items may include:
impact of dedicated funding on the provision of school nurses and continuation/maintenance
of program funding.
5. 9:30
a.m. K-3 Reading Improvement
State funding provides a match to local
property tax revenue to support early reading programs. Discussion items may include:
impact on student achievement, statutory matching requirements, and
continuation/maintenance of program funding.

a.m. Flexible Allocation
The program provides unrestricted
funding to districts/charters. While no pending issues, prior subcommittee discussion
has focused on folding program funding into the WPU Value or a new block-grant
program.
7. 10:15
a.m. Basic School Program – Class Size
Reduction
A remnant of a class-size reduction
effort in the late 1990s, program funding is allocated to districts/charters
based on the number of students in grades K-8 and is unrestricted in use. While
no pending issues, prior subcommittee discussion has focused on folding program
funding into the WPU Value or a block-grant program.

Extended-Day Kindergarten)
Funding supports enhanced kindergarten
programs in schools through additional instruction hours or other methods.
Discussion items may include: maintenance of program funding and statutory
formula requirements.
