2.    Draft Legislation Related to Limited Purpose Government Entities

      At the August 23 meeting, the committee reviewed “A Review of Best Practices for Internal Control of Limited Purpose Entities,” and voted to open a committee bill file and create a working group to address concerns raised in the audit. At this meeting, the committee will consider draft legislation that would implement recommendations of the working group: “Local Government Boards and Commissions Amendments” and “Limited Purpose Entities Amendments.”

3.    Draft Legislation Related to Local Government Enforcement Mechanisms

Throughout the interim, the committee has discussed issues related to the penalties that local governments are authorized to establish in statute. At this meeting, the committee will consider the following draft legislation to address the issue: “Local Government Indigent Defense Requirement;” “Misdemeanor Amendments;” and “Misdemeanor Classification Amendments.”

4.    Draft Legislation Related to the Mental Health Crisis Line

At the August 23 meeting, the committee received a report from the Mental Health Crisis Line Commission that included the commission’s recommendations related to the statewide mental health crisis line. The committee voted to open bill files to address the commission’s recommendations and, at this meeting, will consider the following draft legislation: “Mental Health Crisis Line Amendments;” “Mental Health Crisis Line Access Amendments;” Mental Health Crisis Line Number Amendments;” and “Mental Health Crisis Line Commission Sunset Amendments.”

5.    Draft Legislation: “Local Government Lien Authority”

      At the committee's May 17 meeting, the study item sponsor introduced the issue and is returning to this meeting with draft legislation for the committee to consider.

6.    Draft Legislation: “Free Expression Regulation Amendments”

      At the June 21 meeting, the committee voted to approve as a committee bill draft legislation that addresses local government regulation of expressive activity; however, the sponsor has since made changes and would like the committee to consider the revised draft legislation.

7.    Animal Shelter Information Disclosure

      At the committee’s May 17 meeting, the study item sponsor introduced issues related to the collection and disclosure of certain information by animal shelters and, at this meeting, will provide an update and discuss whether the issue requires further study.

8.    Sunset Review: Local Government Plan Review

During the 2017 General Session, the Legislature passed SB 241, Local Government Plan Review Amendments, which establishes a deadline by which a county, city, or town must review certain construction plans. The provisions enacted by the bill are scheduled to repeal on July 1, 2018, and the committee will receive an update and discuss whether the provisions should expire.
