1.    Committee Business (9:30)

·         Call to order

·         Approval of the minutes of the­­­­­­ September 7, 2017, meeting

2.    Department of Human Resource Management Internal Service Fund Operations and Rate Calculations (9:40)

The committee will receive a presentation outlining the process of how the Department of Human Resource Management calculates the rate associated with its Internal Service Fund.

3.    Department of Human Resource Management (DHRM) HRIS Rebuild (9:55)

HRIS, DHRM’s human resource information system, consists of employment records and the DHRM workflow management.  DHRM will present on the progress of this project.

4.    The Future of UtahFutures (10:10)

UtahFutures has been funded with one-time money over the past many years.  Laura Hunter, Chief Operating Officer of UETN, will discuss the activities and challenges facing the UtahFutures program.

5.    Utah Education and Telehealth Network (UETN) Long-term Planning for Equipment Purchases and Funding Model Discussion (10:25)

Every year UETN requests funds to replace older equipment.  Ray Timothy, Executive Director of UETN, will discuss their long-term budget plan for equipment costs. The committee will also discuss the state’s model of funding UETN through appropriations, and consider whether an internal service fund would be a better model.

6.    Independent Entities Policies and Procedures (10:45)

Most of Utah’s independent entities have exemptions from many or all state statutes that govern state agencies. The State Auditor will brief the committee on these exemptions and their purpose.

7.    Retirement Systems Amendments (Draft legislation) (11:05)

Annually, URS recommends changes in statute by addressing issues identified in the previous year and making technical and administrative changes to keep the Utah State Retirement and Insurance Benefit Act updated. The committee will consider the draft legislation for potential recommendation for the 2018 General Session.

8.    Public Employees Long-Term Disability Act Amendments (Draft legislation) (11:15)

This draft legislation modifies certain benefits and requirements established in the Public Employees Long-Term Disability Act. The committee will consider the draft legislation for potential recommendation for the 2018 General Session.

9.    Public Safety and Firefighter Retirement Amendments (Draft legislation) (11:25)

This draft legislation modifies provisions relating to retirement death benefits for certain public safety and firefighter system members. The committee will consider the draft legislation for potential recommendation for the 2018 General Session.

10. Health Insurance Right to Shop Amendments (Draft legislation) (11:35)

This draft legislation amends provisions regarding the development of a program to reward enrollees for selecting high-quality and low-cost health care providers. The committee will consider the draft legislation for potential recommendation for the 2018 General Session
