Chairman David Gladwell called the meeting to order at 9:17 a.m. and requested an introduction of Committee members and Department representatives.
He introduced Dr. Andrea Wilko, Fiscal Analyst and Legislative Economist. She reviewed revenues and factors contributing to their shortfall. Revenues are down by $202.5 million in FY 2002. She stated factors contributing to the shortfall in revenues include declines in employment growth, consumer confidence, and corporate profits. The Economic Development Human Resources Appropriations subcommittee supplemental reduction allocation is ($4,896,200).
Dr. Wilko gave an overview of the analyst's budget recommendations regarding supplemental appropriations and potential cuts for FY 2002 and answered committee questions. She recommended that the Committee develop a hotspot list with specific funding sources.
Department representatives also responded to committee member questions.
Chairman Gladwell stated the task for this week is to clean up the FY 2002 budget supplementals before approaching the FY 2003 budget. He explained the voting process would be to hear the Department responses and vote the next day on that particular budget. The Committee's job is to review the analyst's recommendations and develop their budget recommendations by Tuesday, January 15, 2002.
Chairman Gladwell called for a motion to adjourn.
MOTION: Rep. Winn moved to adjourn. The motion passed unanimously and the meeting adjourned at 10:10 a.m.
