Chair Buttars called the meeting to order at 2:25 p.m.

MOTION: Rep. Bush moved to approve the minutes of the January 8, 2002 meeting. The motion passed unanimously with Sen. Hickman absent for the vote.
H.J.R.11 Resolution Requiring Public Notice Prior to Special Sessions (S. Urquhart)
Rep. Urquhart introduced H.J.R. 11 and explained it to the committee.
Sandy Peck, League of Women Voters, spoke to the bill.
MOTION: Rep. Bush moved to send H.J.R.11 out with a favorable recommendation. The motion passed unanimously with Sen. Hickman absent for the vote.
H.B.85 Utah Lake Authority Legislative Task Force (G. Way)
MOTION: Sen Peterson moved to adopt in title and body 1st Substitute H.B. 85 - Water Development and Conservation Task Force. The motion passed unanimously with Sen. Hickman absent for the vote.
Rep. Way introduced 1st Sub. H.B. 85 and introduced it to the committee. The bill was further explained by Sen. Howard Stephenson.
MOTION: Rep. Winn moved to pass 1st Sub. H.B. 85 out favorably to the Rules Committee to be placed on the calendar. The motion passed unanimously with Sen. Hickman absent for the vote.
H.J.R.9 Joint Resolution - Rejecting Recommended Salary Increase for Legislatures (G. Way)
Rep. Way introduced H.J.R.9 and explained it to the committee.
MOTION: Sen. Peterson moved to pass the bill with a favorable recommendation to the Rules Committee. The motion passed unanimously with Sen. Hickman absent for the vote.
H.R.1 Resolution Changing House Committee Names (E. Hutchings)
Rep. Hutchings introduced H.R.1 and explained it to the committee.
MOTION: Sen. Peterson moved to pass the bill with a favorable recommendation to the Rules Committee for calendaring. The motion passed unanimously with Sen. Hickman absent for the vote.
