Chairman Sheryl Allen called the meeting to order at 9:18 a.m.



The Chair recognized Robert Fuehr, Director DBED, who gave an overview of the Industrial Assistance Fund and job projects. He answered Committee questions with regard to several of the projects and funds.



Bonnie Stevens, Director Division of Fine Arts, responded to the Analyst's budget recommendation for the Division and answered Committee questions about the programs and budgets.



Rich Kendall, Governor's Deputy of Education; and Joe Androtti, Professor of Bio Engineering, University of Utah, spoke in favor of the Governor's budget recommendation for the Utah Science Center. They described the Center, its location, correlated charter schools, and the potential for accelerated learning in science and technology. Questions from the Committee were answered.



Matthew Godfrey, Ogden Mayor; and Stuart Reid, Director Ogden Economic Development, reported on the Ogden High Tech Center and its progress. They requested that funding not be repealed for FY2002. Committee members raised the question of possible bonding for this project which is part of Ogden city redevelopment.





Chairman Allen recognized Wilf Sommerkorn, Davis County, who gave an up date on the Davis County Conference Center. Afterward, Chairman Allen asked for a discussion of this project by the Committee. New intent language was discussed, but was redirected to previous intent language ending in December 2002.



David Winder, Director DCED, asked to speak for the Department. He stated that his Department's base budget should not have to compete for funding with special projects such as those heard from today.



Bob Thompson, Director Career Services Review Board; and Megan Hough,GOPB; requested time to give additional information regarding the Career Services Review Board budget and expenses.



Rob Jolley gave an account of the Kuhni Rendering Plant relocation and answered Committee questions.



The Committee had an informal discussion of the projects presented today and the Analyst's recommendations.



They asked Andrea Wilko, fiscal analyst, for a list before the Tuesday meeting of base budget cuts by program with FY2001 comparables.



Ms. Wilko reviewed the alternative options to reductions requested by the Committee. Committee members agreed to option 2.



The Agenda for Tuesday, January 15, 2002 was discussed. It was agreed that discussion and voting on FY2002 budgets should be a major part of the Agenda.



Chairman Allen adjourned the meeting at 11:51 a.m.
