Chair Steele called the meeting to order at 10:05 a.m.

MOTION: Representative Adair moved to approve the minutes of January 9, 2002. The motion passed unanimously, with Representative Dillree and Representative Hogue absent for the vote.

Senator Eastman presented the bill with the assistance of Col. Scott Duncan, Utah Highway Patrol.



MOTION: Senator Eastman moved to pass the bill out favorably.



The motion passed unanimously, with Representative Dillree and Representative Hogue absent for the vote.



Representative Holdaway presented the bill assisted by Paul Boyden, Statewide Association of Prosecutors.



MOTION: Representative Holdaway moved to pass the bill out favorably.



The motion passed unanimously, with Representative Dillree and Representative Hogue

absent for the vote.





Representative Hatch presented the bill.



David Miles, UDOT, and David Creer, Utah Trucking Association, expressed concerns about the bill.



Rick Clasby, UDOT, responded to questions from the committee.



MOTION: Representative Adair moved to pass the bill out favorably.



The motion passed with Senators Eastman, Walker and Steele and Representatives Adair, Bush, Dillree, Holdaway, King and Young voting in favor, and Senators Hale and Mayne, and Representatives Hansen, Morgan and Murray voting against the bill.



MOTION: Representative Morgan moved to adjourn.



The motion passed unanimously at 11:05 a.m.
