Chair Hellewell called the meeting to order at 9:14 a.m.



2. Bills Considered:



HB0081 "Youth Fishing License Amendments" - (F. Fife)



Rep. Fife introduced the bill.



Mr. Tom Pettingill, Utah Wildlife Resources, further explained the bill.



Ms. Debbie Goodman, Audubon Council, spoke in favor of the bill.



HB0083 "Impounded Livestock - Sale" - (T. Hatch)



Rep. Hatch introduced the bill.



MOTION: Rep. Peterson moved to adopt the following amendment:



Page 2, Line 39: After "period of time" delete "," and insert "no less than 15 days"



Rep. Peterson withdrew his motion.



MOTION: Rep. Gowans moved to recommend that the House Rules Committee place H.B. 83 on the Third House Reading Calendar. The motion passed unanimously with Sen. Blackham, Sen. Wright, Rep. Anderson, Rep. Biskupski, Rep. Hatch and Rep. Styler absent for the vote.





MOTION: Rep. Urquhart moved to recommend that the House Rules Committee place H.B. 81 on the Third House Reading Calendar. The motion passed unanimously with Sen. Blackham, Sen. Wright, Rep. Anderson, Rep. Biskupski, Rep. Hatch and Rep. Styler absent for the vote.



MOTION: Rep. Fife moved to adopt the minutes of January 15, 2002. The motion passed unanimously with Sen. Blackham, Sen. Wright, Rep. Anderson, Rep. Biskupski, Rep. Hatch and Rep. Styler absent for the vote.



HB0223 "Hunting License Fee Refund" - (M. Styler)



In the absence of Rep. Styler, Mr. Miles Movetti, Utah Division of Wildlife, explained the bill.



MOTION: Rep. Dayton moved to adopt the following amendment:



Page 2, Line 29: After "this section" insert ", retroactive to 9-11-01"



The motion passed unanimously with Sen. Blackham, Sen. Wright, Rep. Anderson, Rep. Biskupski, Rep. Hatch and Rep. Styler absent for the vote.



MOTION: Rep. Johnson moved to the following amendments:



Page 1, Line 14: After "Armed Forces" insert ", or uniform public health service"

and after "mobilized" insert "or deployed"



SUBSTITUTE MOTION: Sen. Dmitrich moved to adopt the following amendments:

1. Page 1, Line 14: After "Armed Forces" insert ", or public health, or public safety organization," and after "mobilized" insert "or deployed"

2. Page 1, Line 15: After "national defense" insert "or emergency"



The substitute motion passed unanimously with Sen. Blackham, Sen. Wright, Rep. Anderson, Rep. Biskupski, Rep. Hatch and Rep. Styler absent for the vote.



MOTION: Rep. Urquhart moved to recommend that the House Rules Committee place H.B. 223 as amended on the Third Reading Calendar. The motion passed unanimously with Sen. Blackham, Sen. Wright, Rep. Anderson, Rep. Biskupski, Rep. Hatch and Rep. Styler absent for the vote.
