Chair Handy called the meeting to order at 4:06 p.m.
MOTION: Rep. Poulson moved to approve the minutes. The motion passed with a vote of 8-0-3.

1. H.B. 76 County Auditor Amendments (Coleman, K.)
Rep. Coleman presented H.B. 76 with the assistance of John Dougall, Utah State Auditor.
Adam Trupp, Chief Executive Officer of the Utah Association of Counties (UAC), spoke against the bill.
John Dougall spoke in favor of the bill.
Shawn Milne, Tooele County Commissioner and Chair of Utah State Association of County Commissioners and Councils (USACCC), spoke against the bill.
Rep. Wilde moved to pass H.B. 76 out favorably.
SUBSTITUTE MOTION: Rep. Nelson moved to hold H.B. 76. The substitute motion passed with a vote of 6-5-0.
