112                 (b) except as provided in Subsection (3), for a school year beginning after July 1, 2025, LEAs shall provide nursing services
113         equivalent to:
114                 (i) the services of one school nurse for every 2,000 students; or
115                 (ii) in LEAs with fewer than 2,000 students, the level of services recommended by the
116         Department of Health.
(3) Notwithstanding Subsection (2)(b), an LEA is not required to meet the nursing services threshold described in Subsection (2)(b) until July 1, 2026, if, by July 1, 2025:
(i) there are no school nurse candidates whom the LEA is able to hire; and
(ii) the LEA reports to the state board the LEA's assertion that the exception described in this Subsection (3) applies, including an explanation of the LEA's reasoning.
