Rep. V. Lowry Snow presented the bill with the assistance of Jacey Skinner and Alan Matheson from the Point of the Mountain State Land Authority.
Soren Simonsen, Executive Director, Jordan River Parkway commented on the bill.

27         consists of between 5% and 15% ground limestone, which is an abundant natural resource in
28         the state of Utah;
WHEREAS, diatomaceous earth and natural pozzolan are geologic materials readily available in the state of Utah and are additives that can enhance the performance of blended cements;
