This bill establishes a new, court-ordered, Education Course on Visitation Rights. Adminsitrative costs are estimated at $16,000, which is to be paid by course attendees. The cost of attending the courses is also to be paid for by those ordered to attend, but for those who cannot afford the course fee, the costs will be borne by the State. These costs are estimated at $15,000. The required annual evaluation would add another $5,000 per year. Non-compliant parents may be ordered to participate in mediation at their own expense. Again, the costs of mediation for those so ordered, but unable to pay, will be borne by the State and are estimated at $25,000. Finally, to effectively provide the materials in rural settings, a one-time cost of $6,000 for the development of a video course would also be needed. The bill states that the Childrens' Legal Defense Fund will finance the program. However, the existing Childrens' Legal Defense Fund, supplemented by the $16,000 collected under this bill for recovering "administrative costs", would have to be augmented by $51,000 in General Funds.
