No net fiscal impact. The provisions of this bill redirect Mineral Lease Funds from Higher Education and the Permanent Community Impact Fund to the counties' Special Service Districts through the Department of Transportation. Higher Education would be held harmless. The Permanent Community Impact Fund will receive approximately $1,425,000 less of an increase, while the same amount would go to local Special Service Districts through the Utah Department of Transportation.
