This bill appropriates $250,000 from the General Fund to the Governor's Office of Planning and Budget for local grants. Passage of the bill will also allow the expenditure of legislative appropriations for critical land acquisition, the proceeds of sale of surplus State lands, up to 50 percent of net savings from a State Building Energy Efficiency Program, and any refunds to agencies from electrical utilities. There is also a provision for priority use of funds within certain State loan funds. Since these expenditures are subject to availability, any fiscal impact would be dependent on the number of programs that otherwise would have been funded from these sources. However, no current programs are presently relying on these sources. The use of 50 percent of any increases to the private activity bond volume cap may have some minor impact in FY 2003 relative to the student loan distribution parameters and the available capacity in the Utah Housing Finance Agency.
