This act establishes a Highly Impacted Higher Education Institutions Program. Currently, all institutions in the USHE have a line item appropriation, the Educationally Disadvantaged that was appropriated $1,838,900 in FY 2000. The Educationally Disadvantaged Program addresses all of the criteria established in this act except item (2) (d) which expands the criteria to include students whose parents or legal guardians have not received at least a baccalaureate degree, therefore there is no fiscal impact.
