The potential fiscal impact of this bill could be considerable. If years of experience is a factor in negotiating compensation, districts will be left with two options: hire the teacher at a higher rate of pay or hire younger, less experienced teachers. If it were assumed that 10 percent of current teachers could qualify for an extra three (3) years of service and are currently at the mid range salary, the cost could be as much as $9,500,000.
