This bill directs DCFS to implement a privatized adoption program, as funding becomes available. While there would be savings to the Division from a reduction in the number of child welfare case workers needed, there will still be a net cost to the Division as the plan is implemented. A fully implemented plan, with an estimated 245 contracted adoptions per year, would cost the Division about $1.3 million ($750,000 General Fund), after savings in personnel costs.
