This bill directs that the cost of transfers of individuals between the Intermediate Care Facilities for people with Mental Retardation (ICFs/MR) and the Home and Community Based waiver system (HCBS) remain within established budgets. However, there is a potential that as vacant beds from individuals transferring from ICFs/MR to HCBS are filled, costs to Medicaid and to the State could rise. Placement in an ICF/MR is a Medicaid entitlement program.
