This bill appropriates $5.5 million to the Children's Health Insurance Program (CHIP), $4 million for tobacco cessation programs in the Department of Health, $2 million for Drug Courts ($300,000 to Courts and $1.7 million to the Department of Human Services), and $4 million for the Health Sciences Center in FY 2001 from funds received from the Tobacco Settlement. After FY 2002, the bill appropriates the same amounts to the same entities, to the extent that 50 percent of Tobacco Settlement receipts covers these items. The remaining 50 percent of the Tobacco Settlement receipts (estimated at $23.45 million in FY 2001 and $11.75 million in FY 2002) would be placed in an endowment fund. The bill also repeals the Hospital Provider Assessment which currently provides the $5.5 million for the CHIP.
