Provisions of this bill raises the minimum cost of a contruction or improvement project sponsored by the Department of Transportation from $40,000 to $80,000 before a contract to the lowest bidder is required. This could reduce the need for extensive design work and costs to advertise for a bid. This could reduce expenditures from the Transportation Fund by as much as $500,000 annually. Those funds could then be redirected to maintenance or new road building.
